“New Horizon” is launching the implementation of the project “Young Leaders: From Idea to Impact”, aimed at the institutional empowerment of young people from Montenegro. The project seeks to enhance their civic and leadership competencies through a bilingual non-formal education program (in Montenegrin and Albanian), the promotion of youth work, and the creation of concrete mechanisms for the active participation of young people in decision-making processes. Special focus is placed on strengthening the trust of young people from minority communities in institutions and their participation in the creation of youth policies.

During the course of the project, participants will have the opportunity to acquire practical knowledge and develop key skills for active and responsible engagement in social life through a structured non-formal training program. Planned activities include the organization of debates and simulations of decision-making processes, the implementation of a communication campaign, study visits to relevant institutions, as well as the conduct of research on the position of young people, which will result in the preparation of a local report and its public presentation. The project will be ceremonially concluded with a diploma award ceremony for participants.

Through the implementation of this project, the NGO “New Horizon” continues its long-term mission of strengthening youth capacities and creating a supportive environment for their personal, social, and professional development.

The project is implemented in partnership with the NGO “Corner of Tolerance”, within the framework of the Public Call “Youth – Creators of the Future” for the financing of projects and programs of non-governmental organizations in the field of social care for children and youth for 2025, with the support of the Ministry of Sports and Youth.

On February 17, 2026, at the Hotel Nobel in Ulcinj, the official presentation of the project “Young Leaders: From Idea to Impact” was held.

STUDY VISIT OF THE MUNICIPAL ASSEMBLY OF TUZI

On April 29, 2026, the Municipality of Tuzi hosted high school students from Tuzi and Ulcinj at a special meeting, creating an open space for dialogue and discussion with young people.

Naim Đokaj, State Secretary at the Ministry of Public Administration
Rina Muhaj, representative of the National Erasmus+ Office in Montenegro

Kujtim Suka, Assistant Principal of theHigh-school “Bratstvo-Jedinstvo” from Ulcinj

The meeting focused on youth policies and the involvement of young people in social and public processes. Discussions covered opportunities for their active participation in the community, career development and personal skills, as well as Erasmus+ and other international programs. The role of local institutions and schools in empowering youth was also highlighted, along with an interactive segment in which young people asked questions to public officials.


WORKSHOP FOR YOUNG LEADERS 

As part of the project, workshops were organized during which young activists from Ulcinj and Tuzi had the opportunity to exchange experiences, become more familiar with the school’s programs and activities, and build new forms of cooperation and friendship. The program included thematic workshops and interactive sessions dedicated to youth leadership, debating techniques, public speaking, the development of youth initiatives, and active participation in the community. Through practical work and discussions, participants developed critical thinking, argumentation, teamwork, and public communication skills, which are of great importance for their personal and professional development.

These workshops represent another step toward empowering young people and strengthening their leadership capacities, while also encouraging mutual cooperation, the exchange of experiences, and the active involvement of youth in decision-making processes and the development of local communities.


STUDY VISIT TO KOLAŠIN

As part of the project, a visit was organized to the Innovation Center for the Development of the North in Kolašin, where young participants were introduced to examples of good practice in youth activism, innovation, and youth-focused projects.

 


AWARDING OF DIPLOMAS

The conclusion of the project was marked by the awarding of certificates to all participants, recognizing their dedication, effort, and active participation throughout the duration of the project.
