New Horizon started a new project named YOUTH POLITICS IN ULCINJ whose goal is to improve young people’s situation in Ulcinj by inducing the enactment of YOUTH ACTION PLAN and to engage youth in community decision-making more actively. This project is supported through the program De Facto Equal which is realized by the Fund for Active Citizenship, and is financed by European Union through the Delegation of the European Union to Montenegro.

Specific goals of this project:
  • to initiate the process of writing/drafting and enacting the YOUTH ACTION PLAN in local government by organizing meetings, organizing conferences and other media appearances, defining young people’s needs, organizing campaigns and other street activities,
  • to inform the representatives of the local government, local institutions, NGOs and media about the importance of the enactment of YOUTH ACTION PLAN as a strategic document for youth on the local level,
  • to empower the youth to engage in the process of initiating and writing the YAP on the local level by organizing trainings for youth and local actions with youth in order to induce participation.

Activities realized:

New Horizon signed an Memorandum of agreement with municipality of Ulcinj regarding the writing/drafting of YOUTH ACTION PLAN.

In this meeting, New Horizon members and representatives of the municipality of Ulcinj exchanged information and thoughts about the significance of the Youth Action Plan as a mechanism for improving the situation of the youth in the local community. This agreement defines the responsibilities of the parties for future activities as well as deadlines.

New Horizon organized a training – Youth Participation Training, whose goal was to empower young people to actively participate in the community, to promote volunteering, and to strengthen the leadership among young people. On this two‐day training, the participants had the opportunity to gain knowledge and skills about conducting surveys, public appearance, team work, as well as organizing local actions which will animate the youth to actively engage in the process of the writing/drafting of YOUTH ACTION PLAN.

Defining the young people’s needs in the local community  Young people such as high school and university students, NGO activists, young people from various political parties, young people with disabilities, young sportsmen and many others were consulted about their needs. Their needs were based on 9 fields – education, employment, health, participation of youth in the community, human rights, culture, informing and mobility, family, and free time. The research was done through a survey and focus groups.
